GENTEXT/REMARKS/1. Pass to commanding officers, executive officers, senior enlisted leaders, administrative officers, personnel officers, command career counselors, command pay and personnel administrator (CPPAs) and disbursing officers. This message targets personnel, administrative, disbursing, transaction service centers, and regional support centers regarding current personnel and pay issues for both active and reserve personnel. 2. Reference (a) announced the availability of the enhanced Unit Commander's Financial Report (eUCFR) to commanding officers and unit commanders. Additionally, it provided a system overview of the content, functionality and system access. 3. The purpose of this message is to announce the automatic granting of eUCFR system access for all billet-assigned command triad personnel. Once the command triad member's Activity Gain event (reported permanent change of station to the command) has posted to Military Master Pay Account access should be available within two weeks without having to follow the two tiered access procedures listed below. If automatic access is not granted, proceed to #5 for access. 4. The contents of reference (a) is listed below for the convenience of additional command personnel who may be authorized to review and assist the command triad with the administration of military pay functions for the command. 5. System Access. Due to the high concentration of Personally Identifiable Information (PII) and Controlled Unclassified Information (CUI) should be limited to the command triad or those designated by such. System access is a two-part process in which each requestor will need to complete the process as listed below. 6. Browser Requirements. a. eUCFR is accessed through the Advana/Jupiter environment which supports the following: 1. Chrome on Windows, Mac, and Android 2. Microsoft Edge on Windows 3. Mozilla Firefox & Firefox ESR on Windows and Mac 4. Apple Safari on Mac and iOS 5. Apple Safari on Mac and iOS 6. Although it is likely internet explorer will work it is no longer a supported browser from Microsoft. b. The Advana environment requires a connection to a Department of Defense (DoD) network and a valid Common Access Card (CAC). We are continuing to work on solutions in order to enhance afloat usability. PART I: ADVANA. Complete a current SAAR DD form 2875 (May 2022 version is current as of this message) citing the following information in the Justification Block needed for PART II BLOCK 13 (JUSTIFICATION). Please list the following information in block 13 of the requestor's SAAR a. Navy Management of the UCFR b. COMMAND NAME c. COMMAND UIC d. PRD (for military personnel only). For government employees indicate 'CIVILIAN" e. EMAIL ADDRESS of the requestor The SAAR will be routed through the requestor's chain of command and the Command Security Officer. The Information System Security Officer Organization /Department (Block 19 on the SAAR-N) will be completed by the ADVANA Information Owner. The following are recommendations/advisories for eUCFR usage: a. Account suspension. ADVANA accounts will be suspended if not accessed at least once every 120 days. b. Exporting Report to excel spreadsheet. Due to bandwidth issues it is highly advised that commands export any reports that need additional attention to an excel spreadsheet to preclude possible connectivity issues and to facilitate usage of the Self Service Report functionality. 9. Unit Identification Code (UIC) Hierarchy. The Dashboard allows command triads to view their UIC as well as subordinate echelons. Commands must maintain their current UIC Hierarchy within the Total Force Manpower Management System (TFMMS) to ensure an accurate view of their organization.
